The Communal Social Action Center of Carvin (France)

The Communal Social Action Center (CCAS) is a public administrative establishment which operates in Carvin (France), a commune of 18,000 inhabitants in the Hauts de France region, located in the heart of the former mining basin, in the Lille triangle – Lens – Arras.

Its main mission is to offer a range of services to remedy situations of precariousness or social difficulty affecting in particular families, the elderly, the unemployed and people with disabilities. CCAS agents welcome, listen, advise, guide and support the public.

The CCAS also coordinates the Educational Success Project (PRE) of the city of Carvin by providing tailor-made support for the educational success and development of children, from their entry into school until their entry into life. ‘adult.

For more than 10 years, the CCAS has been involved as a pilot or partner in transnational cooperation programs co-financed by the European Union and aimed at developing practices from the field of restorative justice and conflict prevention.

The CCAS notably piloted the “Learning Cities” (INTERREG) project, in partnership with National Education, which resulted in the integration of culture and restorative practices in the educational and extracurricular establishments of Carvin as a vector for resolving problems. conflicts between children and between children and teachers, and the “PRIMEE” (INTERREG) project which deepened the appropriation and dissemination of restorative practices in schools, through the concept of “intelligences multiple”.

This solid experience now allows the CCAS Carvin teams to intervene in conflict situations that undermine social cohesion by using restorative practices. The CCAS of Carvin is also recognized as a public training organization with the Diapason system which contributes to the dissemination of preventive and restorative practices throughout France.

The CCAS plays a pivotal role in local social action and is today investing in strengthening existing collaborations between local social services and those of public housing operators with a social vocation, particularly in the context of collective housing.

As pilot of the Erasmus+ Harmony project, the CCAS of Carvin coordinates the joint action of the members of the partnership, ensures the smooth running of the project, the delivery of expectations and ensures that the objectives and commitments contractualized with the agency Erasmus+ France are carried out in the best conditions.

The CCAS of Carvin is responsible for the administrative, financial and accounting monitoring of the project on behalf of the partners. With partners, it ensures its promotion and dissemination to public opinion.

Furthermore, the CCAS of Carvin mobilizes and leads the local network of residents and field practitioners in its territory involved in the active search for lasting solutions promoting good living in collective housing.

The CCAS will actively participate in field testing of conflict prevention and resolution tools developed as part of the Harmony project, as well as in their evaluation and dissemination.
